Aaron Pratt
Chief Executive Officer
Aaron Pratt has served as Chief Executive Officer of the Tepa Companies since 2023. Prior to joining the Tepa Companies, he practiced law for over 20 years, representing businesses, health care organizations, investment funds, investors, and Tribal Nations. Throughout his law career, he has assisted clients with corporate, partnership, and commercial matters related to mergers and acquisitions, corporate finance and securities, and Tribal Nations’ economic development. In addition to his law practice, he also served on his firm’s executive management committee, where he was central in managing and setting the direction of the firm. He developed and approved budgets, set partner compensation, managed the hiring of new attorneys, and reviewed the performance of associate attorneys. Aaron is a graduate of Bowdoin College, where he completed a double major in history and religion, and Wake Forest University School of Law. He lives in the Kansas City area with his wife Kelley and their three sons.
Janet Jakobe-Gray,SHRM-SCP, THRP
Chief Human Resources &
Tribal Relations Officer
Janet Jakobe-Gray serves as the Chief Human Resources and Tribal Relations Officer for the Tepa Companies and is based in Kansas City, Missouri. Since joining the organization in 2018 as Director of Human Resources, she has played a key role in strengthening the company’s people-focused culture. She was promoted to her current position in 2019.
In her leadership role, Janet oversees human resources, talent management, safety, and tribal pursuits and engagement. She is dedicated to deepening the connection between the Tepa Companies and their owning tribe, the Paskenta Band of Nomlaki Indians, through cultural programming, tribal education initiatives, and expanded opportunities for Native employment. Janet holds a bachelor’s degree in management from Texas Christian University.
Kevin Unruh
Chief Financial Officer
Kevin Unruh serves as the CFO of the Tepa Companies and is based in Englewood, Colorado. He is an experienced finance executive with a strong background leading accounting, financial operations, and organizational transformation across multiple industries. He is known for modernizing systems, improving processes, and strengthening financial performance in complex, multi-entity environments. Kevin brings a collaborative leadership style and a focus on accuracy, transparency, and continuous improvement. His career spans senior roles in both private and government-contracting organizations. He holds a master’s degree in accounting and a bachelor’s degree in economics from the University of Colorado.
Tommy Bartlett
President –
West Construction Division
Tommy Bartlett serves as the President of the West Construction Division for the Tepa Companies and is based out of Colorado Springs, Colorado. He brings 20+ years of experience, primarily in federal construction management. Tommy joined the Tepa Companies in 2009 and has held several leadership positions within the organization, overseeing some of the companies’ most complex DOD and DOI projects across the Western U.S. His leadership focuses on developing the Tepa team to take on unique, challenging, and meaningful projects while earning lasting trust with our clients. This emphasis ensures rewarding careers for our staff and financial security for the Paskenta Band of Nomlaki Indians. Tommy holds a bachelor's degree in construction management from Brigham Young University. While away from work, Tommy enjoys spending time with his wife and two sons, working on their home, watching football, and serving in their church.
Sherry Gibson
President -
Engineering & Environment Division
Sherry Gibson serves as President of Engineering and Environment for the Tepa Companies and is based in Denver, Colorado. She brings more than 40 years of experience in engineering, environmental remediation, compliance, staffing, and federal contracting to her role. Since joining Tepa in 2020, Sherry has held multiple leadership positions and has directed the successful execution of complex federal programs across the United States.
A licensed Professional Engineer in five states, Sherry is recognized for her disciplined approach to program management and her ability to align technical execution with mission priorities. Her leadership emphasizes safety, operational excellence, and technical rigor, ensuring consistent performance and compliance across Tepa’s federal portfolio.
Sherry holds a master’s degree in Sustainability from Harvard and a bachelor’s degree in civil engineering from Virginia Tech. She remains actively engaged in professional organizations that advance environmental stewardship, engineering innovation, and excellence in federal project delivery.
Brandon Mann
President – Industrial Division
Brandon Mann serves as President of Industrial Services for the Tepa Companies, where he guides the division’s strategic vision, drives operational performance, and advances long-range growth objectives. Since joining Tepa in 2016 to pursue his career in industrial construction and federal contracting, he has directed multifaceted federal and commercial tank construction and rehabilitation programs spanning mechanical piping, coatings and linings, and electrical infrastructure across national and international project sites. Brandon maintains multiple industry credentials, including API 653 Tank Inspection and Construction Quality Management (CQM), which strengthen his technical insight and reinforce his ability to manage regulatory requirements, inspection standards, and comprehensive quality systems across diverse project environments.
His leadership focuses on fostering strong client relationships and consistently enhancing project execution while prioritizing safety and quality. With deep expertise in organizational development, cross-functional coordination, and high-performance team leadership, Brandon has led major initiatives that expanded service offerings and improved operational efficiencies throughout the division. He holds a bachelor’s degree in construction management and remains actively engaged in the industrial services community, contributing to forward-looking strategies that elevate safety, efficiency, and quality across the industry.
Dan Rosero
Executive Vice President of Technology
Daniel Rosero is Executive Vice President of Technology at Tepa, where he leads the Technology Portfolio and Corporate IT functions. As a member of the senior leadership team, he holds full profit and loss accountability for technology and is responsible for strategic growth, operational performance, and enterprise technology governance. Daniel oversees portfolio operations, acquisitions, financial integration, IT operations, and long-term strategic planning, ensuring disciplined execution and scalable growth across the organization.
With more than 20 years of leadership experience spanning federal technology portfolios, corporate IT, mergers and acquisitions, and enterprise transformation, Daniel has built a career driving operational excellence and financial performance in complex, growth-oriented environments. Prior to joining Tepa, he held senior portfolio leadership roles at several technology-focused organizations, where he managed large-scale programs and enterprise solutions within the geospatial and federal sectors.
