Tepa Strengthens Position in Federal Fuels Infrastructure Market with Award of NAVFAC GPOL Contract 

2026 Industrial Wins NAVFAV GPOL Contract

The Tepa Companies continue to expand our presence in the federal fuels infrastructure market with the recent award of a position on the Naval Facilities Engineering Systems Command (NAVFAC) Expeditionary Warfare Center's Global Petroleum, Oils, and Lubricants (GPOL) contract.

Through the Tepa and Pond Constructors JV, Tepa secured one of only five small business positions on the $997 million, five-year multiple-award indefinite-delivery, indefinite-quantity (IDIQ) contract. The GPOL contract supports the construction, maintenance, repair, and engineering of pipelines, fuel storage tanks, and associated petroleum, oil, and lubricant (POL) facilities for Navy and Marine Corps installations worldwide. The procurement was highly competitive, drawing 17 offers nationwide and resulting in just 10 contract awards.

This latest win marks a significant milestone for Tepa’s Industrial Services Division and further solidifies the company's role as a trusted partner in sustaining the nation's critical fueling infrastructure.

With this award, Tepa now holds positions on the three premier federal fuels infrastructure contract vehicles across the Department of War:

  • NAVFAC GPOL Contract: $997 million, five-year contract supporting Navy and Marine Corps petroleum infrastructure projects worldwide. 
  • AFCEC POL Contract: $2.5 billion, 10-year contract awarded in March 2025 through Goshawk, supporting Air Force Civil Engineer Center fuel infrastructure projects. 
  • USACE Omaha Small Business POL MATOC: $699 million, seven-year contract awarded in August 2026 through the U.S. Army Corps of Engineers. The contract received 21 proposals and resulted in only seven awards. 

Securing seats on all three contract vehicles places Tepa in a highly select group within the industry.

The accomplishment also underscores the progress Tepa has made in recent years. Earlier pursuits of similar opportunities highlighted the competitive nature of the market and the stringent qualification requirements for these programs.
